On Interstate 5, a mile north of the border with Mexico, headlights of morning traffic bare down on men and women running behind their smuggler across the freeway in San Ysidro, California on August 21, 1990. They entered California through the Tijuana River Valley that night. Over the past year hundreds of migrants were accidently maimed or killed by motorists who never expected to encounter pedestrians on the freeway. Unscrupulous smugglers feared that if they used freeway overcrossings, they would be apprehended.
