Immigrants who traveled to Tijuana from the interior of Mexico and Central America wade across the polluted Tijuana River. Clutching protective plastic bags over their trousers, they’re bound for the north levee and an attempt to outrun U.S. Border Patrol agents in San Ysidro, California on February 14, 1992. In the background, vendors of the bags mingle with other migrants on the south levee where the border fence ends. This open section of the international boundary runs diagonally through the river bottom.
