Lining the top of the Tijuana River levees, more than 350 migrants, predominately from Mexico and Central America, wait for nightfall and an opportunity to illegally enter the U.S. through San Ysidro, California on June 25, 1989. Some who already jumped the 10’ chain-link border fence are chased by a U.S. Border Patrol agent in the dusty river bottom. The view is through a 600mm lens from a hill above the official San Ysidro Port of Entry.
